And since I'm insane, and watching it "in real time", watching each episode on the 15th anniversary of its original airdate, I'm not going to finish this rewatch for another 5 years. Nothing wrong with any pace you choose to set

If it’s still under that blue thing…use the bin thing to hold the blue thing in place as your drain the water-this will stop him from floating away.
Then once the water is out-push down on the blue thing and bin thing as hard as you can to make sure he’s squished.
After being in water that long-if he is still alive-he won’t move that quickly so you should be able to kill him. =P
